This article is based on the roles that the community service sector plays and how difficult it is to make important by difficult decisions. The author who is an administrator illustrates how he experiences conflicts with the staff, patients and even the patient’s relatives. The article further explains the involved ethical dilemmas that these administrators face. In addition, this article is keen enough to give real-life examples and how they were solved ethically. On the same issue, the article Administrative Challenges (Reamer, 2008)discuses the above coppers' key points.

This article discusses the challenges that administrators in the social sector face due to their nature. A good example is an administrator in a community-minded organization that also offers counseling services to low-income citizens suffering from mental health emergencies and chronic mental illness and is very much exposed to facing conflicts. The administrator, in this health care organization, practices his responsibilities very amicably. This shows what copper discusses in chapter four about administrative responsibly.

The administrator, for example, was once faced with a hard administrative decision to make. The center had been chosen to cater for al large community and was supposed to deliver services such as substance abuse counseling, employment services, literacy services, among many other duties. However, the institution's budget had been cut by nearly 40%. Therefore, as the head of the board, he had to make a series of difficult but important decisions. Such decisions involved which services were supposed to be cut and which employees to lay-off.

Both decisions would affect the lives of these people directly or otherwise.In solving the above dilemma the community administrator demonstrates clearly what Copper discuses in both chapters of his book. Being in public service is not an easy task. However, it is important that the office gives the community the best services possible while observing the consequences of his decision. In this regard, this article has brought up in clear details the expectations that the public has of their leaders.

As a public administrator both the book and the article have taught me that decisions must be made no matter how hard they seem. Conversely, when making these hard decision ethics and values must be put into play. Therefore, as expected from the two readings I will make the best decision despite the consequences so long as it is for the benefit of the public.
